Over the summer last year, we undertook a review of our provision for children and young people with high needs. As part of that review, we consulted with a wide range of stakeholders: parents and carers, young people with high needs, early years’ providers, schools and post-16 providers as well as consulting with local authority staff.

From the review, and the feedback we received from our stakeholders, we were able to develop a strategy which will help us to better meet the needs of children and young people with high needs. The High Needs Strategy 2017-2022 is available in the document 'Havering high needs strategy 2017' in the downloads section on this page or click on the following link here, along with an action plan which will be reviewed and updated as work progresses which is avilable in the download section and on the following link here.
The government have changed how funding is given to local authorities and schools to support children and young people with SEND and other high needs. As part of this, the government are giving all local authorities some additional capital funding each year for three years, from April 2018. Havering is being allocated an additional £800,000 per year for capital expenditure.
The government have asked us to complete a form which sets out how we plan to spend that capital allocation and how we consulted on our proposals.
